How Do I Become Ol?

im lvl 20 but i cannot become orc shaman because i have to do quest why is that?
also should i just become lvl 40 and become OL with becomming a orc shaman?

no first you need to become Shaman.. you can become shaman without quest. Just buy quest Item in Giran from the eeeghrrr...... from Misc Item trader, read descriptions of quest items there to find the one you need.
