OL seals do not land....

OL lvl 77 with Imperial Stuff, might need to exchant it but as for now seals do not land on players at all only on mobs.... Any tattoo to put?

nah, now I remember yesterday I sealed completelly irrelevant people on FOG Chaotic :)) Where were not even flagged....

Why does it seal not flagged people??? This do not happen always but happens sometime.
